That said, many VPN providers are based outside the US, which complicates enforcement. Jerome continued: “Users can file complaints in a local jurisdiction, and local data protection laws may have more effective enforcement mechanisms. A VPN that utilizes shared IP addresses is generally more anonymous than one that doesn't. Shared IP's means multiple (sometimes 10's or 100's) of users will be sharing the same IP address at once. The upside is greater privacy, the downside is shared IP's suffer from bad neighbor effect (websites may block or 'Captcha' you based on the actions of other users sharing the IP). 
IVPN also performed well in our speed tests. Though it wasn’t always the fastest in the 54 measurements we took on each service, it ranked near the top on many servers at different times of the week—especially compared with the most trustworthy services. A P device operates inside the provider's core network and does not directly interface to any customer endpoint. It might, for example, provide routing for many provider-operated tunnels that belong to different customers' PPVPNs. While the P device is a key part of implementing PPVPNs, it is not itself VPN-aware and does not maintain VPN state. Its principal role is allowing the service provider to scale its PPVPN offerings, for example, by acting as an aggregation point for multiple PEs. P-to-P connections, in such a role, often are high-capacity optical links between major locations of providers.


Control channel: an AES-256-GCM cipher with RSA-8192 handshake encryption. A good VPN will have plenty of servers spread out over a large number of locations and countries, and you generally want a service that's based not in your own country or in a country that's good friends with the one you live in. IVPN doesn’t have as many server locations as larger services like ExpressVPN do. When we initially recommended the service, IVPN was limited to 13 countries, compared with ExpressVPN’s 94. Whereas most providers say they log nothing, that’s not always the case. Some record very little data like the day you subscribed, the amount of data you’ve consumed, and delete those logs when you end the session. Other providers log your IP address, the servers you used, and store those logs. If they’re based in the US, UK or any other country with data retention laws, they can be compelled to hand over that data to law enforcement.
Most VPN services allow you to connect up to five devices with a single account. Any service that offers fewer connections is outside the mainstream. You’ve probably heard that we’ve run out of IP addresses and that’s technically true. IPv4 consists of 32 bits and can support 4.29 billion addresses. All of those available addresses have been allocated, but not all of them have been used and the overwhelming majority of internet addresses are IPv4 addresses. The latest IP version, IPv6, uses 128-bit addresses and can support 340,282,366,920,938,000,000,000,000,000,000,000,000 addresses. Now that IPv6 is available, we won’t have to worry about IP address scarcity again anytime soon.
